Dr. Ngowi received his Bachelor degree (Bachelor of Veterinary Medicine &#8211; 2005) and Master\u2019s degree (Master of Arts in Rural Development &#8211; 2007) from Sokoine University of Agriculture (SUA), Tanzania; and currently holds a PhD (Rural Development) \u2013 2015 from the University of Dodoma (UDOM), Tanzania. He has a practical experience in socio-economic research; development policy analysis; agro-based livelihoods, rural socio-economic impact analysis; Livelihoods diversification on climate change and variability impact; and sustainable development analysis. Dr. Ngowi has extensively written on ICTs and rural development nexus, rural livelihoods, smallholder farming, and transformative learning as a learning philosophy. He has extensive experiences in carrying out monitoring and evaluation studies, teaching (undergraduate and post-graduate students) and academic researches. Currently, Dr. Ngowi is a Monitoring, Evaluation and Learning (MEL) Lead at the University of Dodoma (UDOM) for a project namely \u201cTransforming Employability for Social Change in East Africa (TESCEA)\u201d Project Collaboration between INASP (International NGO based in Oxford, UK), The University of Dodoma (Tanzania), Gulu University (Uganda), Uganda Martyrs University, Mzumbe University (Tanzania), AFELT (Kenya), and Ashoka East Africa (Kenya), funded by formally DFID (UK) that started in May, 2018 to December, 2021.
