This course deals with the study of rural development and its implementation; rural development models and strategies; dual economy model; green revolution model, rural-urban interaction model, basic needs model, area development model, and regional planning model; techniques for investment criteria (Net Present Worth, Internal Rate of Return and Cost benefit analysis) and how they are applied in project analysis, planning, project identification, design and management; the needs of monitoring and evaluation of private and public sector projects and programmes, either at the project level or at the policy levels within a ministry or parastatal. Monitoring and evaluation (M & E); the logical framework analysis, the log frame matrix and location of M & E system in an organisation. Students will be exposed to methods and techniques of monitoring such as accounting and auditing and project\/programme reporting systems. Methods of evaluation such as process or ongoing evaluation, participatory evaluation, ex-post evaluation and implementation evaluation will also be examined.
